Some of it, yes. Wheel speed sensors, a blown ABS fuse, a low battery or corroded grounds are DIY-friendly and are the most common causes of an ABS light. But the electronics inside the module — cracked solder joints, relay and solenoid drivers, pressure-sensor and communication circuits — need micro-soldering under magnification and specialised equipment.
